One of its restrictions is probably the use of language and what the actors can show in movies. Language like swear words has been coming up more and more with this generation of people and if there is a movie that is rated PG-13 it can't have any to little swear words.
And the other is what actors can show. In movies that are rated PG-13 actors have to cover up everything labeled is "inappropriate" or they and the directors can get in trouble with the audience for showing too much.
